This study aims to analyze the implementation of student transfer procedures through an online One-Stop Integrated Service system in improving the effectiveness of educational services at the Office of the Ministry of Religious Affairs of Malang Regency. This research employed a qualitative method with a case study approach. Data collection techniques included observation, interviews, and documentation. The results showed that the implementation of an online One-Stop Integrated Service improved the effectiveness of student transfer administrative services through processes that were faster, more transparent, efficient, and easily accessible to the public. The digital system also facilitated administrative document management and reduced service queues at the office. In addition, the public could directly monitor the progress of service applications, thereby increasing public service accountability. However, the implementation of online services still faced several challenges, including low digital literacy among the community, limited internet network access, and insufficient understanding of administrative service requirements. Therefore, it is necessary to strengthen public outreach, provide assistance in the use of digital services, and improve technological infrastructure so that digital-based educational administrative services can operate more optimally and responsively to community needs.
