Madrasas play a strategic role in shaping a high-quality and competitive generation. The quality of madrasah education is influenced not only by the curriculum but also by governance and the availability of supporting facilities and infrastructure. To support this, the Ministry of Religious Affairs of the Republic of Indonesia, through the SIM-Sarpras system, provides assistance such as educational teaching aids (APE), furniture, building rehabilitation, and the construction of new classrooms. However, challenges remain, including fluctuating proposal submissions and issues in distribution, evaluation, and accountability. This study aims to examine the optimization strategies of facility and infrastructure assistance implemented by the Ministry of Religious Affairs to realize high-quality and competitive madrasahs, using a descriptive qualitative approach. Data were collected through interviews, direct observation, and documentation involving officials from the Sub-directorate of Facilities and Infrastructure and principals of recipient madrasahs. Analysis was conducted using Fred R. David’s strategic management theory, which includes strategy formulation, implementation, and evaluation. The findings show: (1) Strategy formulation was conducted by developing a vision and mission aligned with the duties of the Sub-directorate and national Islamic education policy, supported by SWOT analysis and long-term goals. (2) Strategy implementation involved fostering a professional work culture, strengthening organizational structure, and optimizing digital systems such as EMIS, SIM-Sarpras, and SIMPRO. (3) Strategy evaluation was carried out through internal and external monitoring, audits by the Inspectorate General, and oversight by national institutions. These evaluations produced accurate performance data to assess impact and guide corrective actions.
